Position Summary
The Library Director IV oversees operations and manages personnel of special library district located in Chemung County, New York, consisting of 5 neighborhood libraries, a Bookmobile and a comprehensive internet web site, serving a population of 90,000. Also serves as Chief Administrative Officer of the Central Library of the Southern Tier Library System. The CCLD operates with funding provided by a special tax, annually approved in a public vote. The Library Director IV reports to a 15 member elected Board of Trustees. Although candidates from anywhere will be considered, Chemung County residency will be a requirement of the permanent appointment.
Responsibilities
- Develop vision for the CCLD future, write, design, propose, and implement plans.
- Communicate among all levels – library patrons, staff, trustees, regional library officials and tax payers regarding library issues, programs and services.
- Supervise staff responsible for daily operations of libraries
- Manage and coordinate the work of the CCLD Board of Trustees, including proposing, justifying, and revising policies.
- Working with staff, evaluate programs and services.
- Represent the Library District to the community and its organizations; represent the Library District to regional, state, and national library organizations.
- Recruit, select and evaluate library staff (currently 39.5 full-time positions).
- Write grants to a wide variety of sources for library initiatives, and then report on progress to these individuals and organizations.
- Monitor the financial health of the CCLD.
- Create, implement and revise personnel plans.
- Propose and justify budgets to CCLD Board, community, county officials, municipalities and regional library officials to support the programs and services of the CCLD. (2009 annual budget of $3,000,000)
- Promote and coordinate the continuing education of CCLD staff.
Minimum qualifications
Graduation from an ALA accredited school or program with a Master’s Degree or higher, with eight years of professional library experience, three years in an administrative capacity and possession of a New York State Public Librarian Professional Certificate at permanent appointment.
Compensation
Salary will be commensurate with experience, in the range of $75,000 to $85,000 and includes an excellent benefits package.
